PDF is a proprietary format belonging to Adobe and as Terry said it is intended to be opened with Adobe Reader (or Acrobat). The only issue with Word is that it is not compatible with PDF files. It cannot under any circumstances open them. If you try to open them you will get the sort of conversion dialog that you mentioned in your original post and if you pursue that you will get gibberish as there is nothing in the file that Word can handle.

The only way to get a PDF into Word is to insert it as an object and as objects cannot span pages, you will only see the first page of a multi-page PDF.
